I would say Canada. We kind of grew up together, and in the beginning it was a rocky relationship... but later we became pretty good friends. We don't really have conflict and we help each other economically. I think recently things have been a bit shaky because of border security issues, but other than that it's still the status quo. It doesn't get much better than that.
canada should be a state...and Quebec should be it's own country. :/

UK... Now if we could only turn our childish Congress into a Parliment, where the members are only allowed a minute to present and a minute for the PM to respond, we could stop this endless, fruitless back and forth gotcha exercise.

Interesting perspective on the UK. I think you'll find that the US has a number of Air Force bases in the UK. Fyligdales Moor, Menwith Hill, Lakenheath and Mildenhall are all joint RAF/USAF bases.
As for parliament, I think you are mistaking the Vaudeville of Prime Minister's Question Time, a half-hour shoot-out once a week, with the dreary, long-winded but essential business of the House and its committees which take up 95% of parliamentary time. PMQs are an essential part of parliament in a Prime Ministerial system, perhaps not in a Presidential one, although I think everyone would love to the the Pres called to public account weekly, wouldn't they?
