The corruption is rampant in the politicians. Thank God for the bureaucrats for resisting radical changes. They are the only stability in the system.

And how many politicians, kicked out of office or retired, become bureaucrats?

The crossover factor is IMMENSE.

And sure, they may be a stability factor in the system...But it's a system which is corrupt!!!
 
Russia is in the green and I thought corruption was an everyday business in the former USSR.
