In 1969, going to the moon was a powerful symbol of American dominance. Today, it would be an empty symbol of American dominance. And a massively expensive one.

I agree, but I could see the case being made by others.

Sure, I guess. They could also use "general welfare" in the preamble too. But it is all a stretch.
 
This movie just out on blu ray dvd fits sorta perfectly with this topic. This is a really good hard science fiction film. Meaning it is based on realiity. It stars Sam Rockwell who says it was his best role yet. It's got the helium 3 and lots of technical stuff. NASA in Houston requested a Q & A.

It's won all sorts of awards.
