Most adults should be able to handle this on their own

No, this is not a big enough issue to be a criminal matter. Let couples work out their fights on their own, the government shouldn't be involved.

That said, verbal abuse charges, like harassment and bullying charges, will be very difficult to prove. We do have laws against harassment and bullying, so I see no reason why spousal verbal abuse can't be included in those existing laws. Why make a brand new law, when there are already laws that cover this kind of abusive behavior?
