    Having jobs concentrated in one area makes for a very nasty commute. You have underused lanes going the other way and lanes over capacity going the main way. It's an inefficient way to have a city move.

    Probably the fact that it isn't profitable.

    Last I heard, the state government in california was on the verge of imploding upon itself....why would any business, that actually has to earn its money, want to get involved in flushing their funds down the toilet as well?
