    Not in my book. Prevention is an actual barrier.
    Deterrence is a dis-incentive.

    That is simply not true. The path that many countries are pursuing in regards to fishing, farming, deforestation, and fossil fuel consumption are some examples. These are NOT sustainable.
    However true this may be, it doesn't negate what I said.

    Prison prevents you from committing a crime -- outside of prison.
    The threat of going to prison doesnt prevent you from doing anything -- it provides you a reason to not do it, but it doesnt stop you.
