    No program is going to be particularly effective unless the smoker really wants to quit, and if the smoker really wants to quit, there are a large number of things that will work, many of which state governments help fund. It is something that I know the state of Michigan does.

    So does NYC. to the length that they cut subway lines, bus line, other public services, but kept the smoking program.

    What about all the tax burden smokers are currently carrying that non-smokers don't ?

    If we are going to talk taxes and fair in the same sentence, then untax my smokes as a first measure.
