A more perplexing question that would require a great deal more thought might be what came first Government or War. Then you have to decide if when there were only tribes or bands of people who had a leader or Chief was he or she the equivalent of a Mayor? If so then Government came first. If not we then have to go to the next step and determine what constitutes a government. We believe that tribes and even family groups were in conflict with either other family groups or tribes from the earliest of times. Logic dictates that within any hierarchy there would be rules or there would be no reason to have a leader or chief and to me that means that makes it a government. But now was the group formed because of war or for some other reason. It's gets really deep really fast don't you think?
Recent evidence says that homosapiens were at odds with and fought with neanderthals, so if this is true which group was organized into a cohesive unit that could be considered a government if either one could?
See it gets as I said perplexing.

Man I often make some poll failures, but this poll is really off. Why is this a even a question? Unless you are desperately trying to find someone who will vote "government."

Its like asking "Which came first? The chicken or the iPhone?"

Just as species born of eggs predate chickens by millenia, so do man and their governments. In fact all governments have a "born on" date.

    Re: Chicken or Egg ?

In an effort to put to rest the actual chicken or egg question with and answer I don't believe you hear every day the answer depends on whether you believe in the Bible or not. If you do the chicken came first because; God made the wild animals according to their kinds, the livestock according to their kinds, and all the creatures that move along the ground according to their kinds. even thogh there were no chickens as we know them today there were animals that come from eggs but there are no eggs mentioned in creation only animals so for eggs to exist the animal had to be here to create it. Thank you game over. Now the Iphone queston is pretty much a no brainer don't you think.
And people do come with expiration dates they are just unknown ahead of time, Governments do as well and they to have unknown expiration dates. These are just some of the mysteries of the Universe.

The answer to this question is so obvious that the OP must have another reason for wording it so.

Of course man came before government. The most anyone can argue is that government came into being at the same point as man, as someone would govern themselves to an extent, if they were the only one there.

But in terms of actual organized, multiple-person governing systems...the obvious answer is man.

    Government.

In fact, man is a result of "government," though not human government, obviously. The "government" of the physical laws of the universe is what caused all biological things to come into existence. All flora and fauna, and indeed everything we know (except the laws of physics). Some might claim that the government OF the laws of physics came from the governance of some supreme being. I don't claim to know anything about that.

Good poll. I think that if it was rephrase, just slightly, i might argue for the reverse, but it would depend on the precise rewording, and what that rewording would allow.

p.s. I guess the laws of physics that we know might have come into existence through the "government" of whatever temporary laws existed in the first few trillionths of a second of the big bang. (I think "thrillionths of a second is too long a time frame, but you get the idea).

I'm picking government out of spite.
"All mankind is of one author, and is one volume; when one man dies, one chapter is not torn out of the book, but translated into a better language...No man is an island, entire of itself...any man's death diminishes me, because I am involved in mankind; and therefore never send to know for whom the bell tolls; it tolls for thee." - John Donne
