It's the same money collected from tax payers, spent on tax payers.
The change you make by instituting a voucher program is who gets to control the cash. By taking it out of the hands of the government, who make decisions for political reasons, and placing it in the hands of the individual citizen, schools would be forced to perform or close.
Yes, some schools would close, and that's as natural as a tree shedding dead branches. Others will take the place of any failed school and try to make it work. Many will succeed. Those who still fail, will be replaced by new entrepreneurs, and so it goes.

I generaly support voucher programs, yes.A voucher program would basically give money to poorer families to attend private schools. Do you support an idea like this? I am still on the fence about it.
