The United States Government should apologize, here is my logic. The US government functions as an institution. It isn't just a collection of people, it is a standing institution of power. The government, as an institution should apologize, because the institution did something wrong.
On the other hand, reparations should not be given out, since no former slaves are living today. Reparations should only go to people directly affected.

I voted. However, I do remember slavery when people talk about how we should honor our traditions, and I give them a John Stewart-esqe look.
No one should apologize for the slavery of the black Africans imported into America for several reasons.
One, all the people involved are dead. That's a big reason right there.
Two, all the descendants of Africans imported into the British colonies in North America that later became the United States are damn lucky to be here, and not back in Africa.
Three, people that have lives should be too busy living them to worry about this nonsense, and people who don't have lives that waste time worrying about an apology from someone who had nothing to do with the slavery issue aren't important and should be ignored.
The government of the Confederate States of America should apologize, since slavery was a state-sanctioned policy.
