    The shame of apologizing to an Israeli before the entire international community would be galling to the UAE.

    The apology and a pledge to prevent this from happening again would go a long way though.

    No they shouldn't be "banned" from hosting international sporting events. I don't even see how they can be "banned". Is there some world wide Council of Sport that decides what sports organizations can have their events where?

    However, I think that sports organizations should refuse to hold their events within the UAE unless the UAE promises to not ban the entrance of any of its participants and write penalties into the contract for the event should they end up doing it anyways. If they end up double crossing them and banning people anyways then that organization should never do business with the UAE again, whether they promise open entry or not.
