The most likely scenario is that countries would simply hide some and claim they gave them up because there is no way to be absolutely certain someone else isn't doing the same.
If there was a way to absolutely trust others then perhaps its possible. Presuming that countries feel they can adequetely defend themselves without them which is unlikely.

Welfare (Food Stamps, WIC, etc...) are not entitlements. They are taxpayer funded handouts and shouldn't be called entitlements at all. Social Security and Veteran's benefits are 'Entitlements' because the people receiving them are entitled to them. They were earned and paid for by the recipients.
Everyone might SAY they are giving up their nukes but I bet every one of them would hide some because they don't trust each other.
Because this will always be a thought, I believe nukes will never be given up by any country...unless somehow all countries merge as one...
Of course there is no surefire way to be absolutely certain. Hence why there are mitigating factors. We find any evidence of a weapon and massive absolute sanctions get dropped on the offender. Nothing in, nothing out of the offending country.
