I think it's because they live mainly in the present, rather than dwelling negatively on the past or obsessing anxiously about the future.
And perhaps one doesn't even have to be retarded to do this.
The "Be Here Now" movement popularized this ideology in the late 60s, encouraging people to, well.... be here now.
On the downside, it's kind of hard to come up with contingency plans that way; I suspect it works best for the privileged, who rarely need them.
Or the hippie counter culture of the 60's. I would think that people who didn't care about property and espoused communal living were fairly happy with what they had. Either way, retards are happy.
