This election year has the outside possibility of creating a constitutional crisis. Most people would probably be upset is one occurred while a few of us would find them entertaining, for lack of a better word. If one were to occur, which would you enjoy seeing?

If neither Candidate wins the required minimum of 270 Electoral College delegates, the pursuant to the US Constitution. Congress picks a winner.

A. The republican house picks Trump.
B. The republican house feels Trump is too unstable to be trusted with the Presidency and picks Clinton.
C. The republican house feels Trump is too unstable to be trusted with the Presidency and filibusters certifying the election indefinitely. Meanwhile the US Senate certifies Mike Pence as Vice-President and on Inauguration Day Pence assumes the office of Acting President.

Another possibility is the ongoing FBI probe could prevent Mrs. Clinton from taking office after willing the election Tuesday due to a criminal indictment prior to December 19 .

D. Hillary wins but the Electoral College picks Sanders.
E. Hillary wins but the Electoral College picks Biden
F. Hillary wins but the Electoral College picks Obama, testing the the 22nd Amendment in the courts. Since he would technically not be "elected" for a third term under a strict interpretation of the constitution , can the Electoral College "select" him?
G. Hillary wins and is sworn in on Inauguration Day then immediately grants herself and if needed, Huma Abedin full and unconditional Pardons.

Can they refuse to vote on the certification by some other method: fail to meet a quorum on the day its introduced, table the matter indefinitely, etc.?

only F would actually constitute a constitutional crisis, since every other scenario would be technically legal in strict reading with the law, except the house filibustering trump.

Technically, I doubt they would.

Especially since the outward image of an America without a legitimate leader would be bad for US interests abroad, even worse then having a bad one.

The Constitution says the Electoral College decides the election. I don't believe the House has to certify jack ****.

But his scenarios about other non candidates are about the electoral college, not the house of represenatives.

if 270 faithless electors gathered and decided to, in concert with a non candidate, install him as president I do not see what would stop them.
 
H. - Gary Johnson wins New Mexico. Now having 5 electoral votes, the House picks him as president since there's so much hate for Clintoon and Trumpet.

But OP posited a scenario in which the EC comes up short of 270 for a single candidate and thus can't make majority.

Then the House decides, by meeting by state and agreeing as 50 state delegations which candidate to award a vote, the candidate who wins the most "states" then becomes president.
 
States convene an emergency session and reclaim their rights to EV.Thus removing their votes from the College.
 
How much does it cost to attend this Electoral College? Can I major in chemistry?
