Look at all the major racial incidents of the past two years. One thing you notice immediately is that all of these police killings of unarmed people of color, or assaults on innocent bystanders, have taken place in conservative run areas.
Michael Brown: Took place in Ferguson, Missouri. Missouri is a solid red state with a republican majority in it's state legislature.
Eric Garner: took place in Staten Island, the most conservative part of New York City. Staten Island is currently represented by a Republican in Congress: https://en.wikipedia.org/wiki/Dan_Donovan_(politician) and has a Republican bourough president: https://en.wikipedia.org/wiki/James_Oddo
Tamir Rice: Took place in Cleveland, under the rule of Republican governor John Kasich
Walter Scott: took place in Charleston, South Carolina. South Carolina is a red state under the control of Republican governor Nikki Haley, with two Republican senators and a Republican majority in the state Legislature
Freddie Gray and Korryn Gaines: took place in Baltimore, Maryland, under the control of Republican governor Larry Hogan
Terrence Crutcher: was shot in Tulsa, Oklahoma, in one of the most conservative cities in the country in one of the most conservative states, if not THE most conservative.

The poll question asks why race relations are so bad almost everywhere conservatives are in charge. Personally, I believe it is due to the extreme racism of the conservative white ruling class, which encourages police violence against innocent people of color. Other contributing factors might be that most conservative states were once slave states, leaving a very bad legacy of white privelege and oppression of people of color, or conservative mismanagement of the economy, leading to general unrest and setting the stage for racial tensions between the wealthy, privileged white ruling class and the less wealthy communities that remain oppressed.
