Sanctions work in countries where there is a class of people whose business interests are affected AND are high enough socially they can influence the leadership, or perhaps are part of the leadership. Countries like China and Iran, for example.

Countries that are true dictatorships where nobody questions the leader, such as NK, are less influenced because the leader is living it up regardless and doesn't really give a damn about his "subjects".
