I believe the logic behind the practice is that the refugees are in imminent danger and must be brought to safety asap. There are also very little recesources available in refugee camps to do comprehensive background checks.
The practice has worked for years in part because the refugee populations that were accepted were over all safe bets as far a terrorism goes (Vietnamese, Sudanese, Liberians, other Africans etc.) Fore example, until recently (Boko Haram), the number of sub Saharan muslims joining terror groups was practically zero.
Ah, okay.
Probably the vetting would be quick and easy in some cases and more painstaking and careful in others, too.
