I think it's pretty clear that Central America has some issues of intense violence right now, and a country doesn't have to be officially at war for that to occur. If these children were displaced by extreme gang violence in their home countries that motivated mass emigration, it seems reasonable to include them within the definition of refugee.

Firstly, conditions where they came from are so dire, that they are not going to return as long as the area is unstable. That's why they chose to immigrate illegally in the first place: they are desperate for a better life.
These people came to this country illegally and are here illegally.I seriously doubt that they are worried about driving without a driver's licenses.Secondly, should they decide to leave, how are they going to even get to the border if you've removed their ability to obtain a driver's license?

It is not abusive to deny tresspassers things they are not entitled to.
They come here for those things.So if you remove their ability to get those things then they will not have a reason to stay here illegally.
The only reason our country is currently better than their country is because right now they can get jobs, benefits and many other things. That is why they choose to illegally come and stay here.If you remove those things they immigrated here for then they have no reason to stay here.

"Abuse"... These people are most likely to be killed or raped or both if they remain in their home country.
They are here illegally,they do not have a right to tax payer funded services, schools, licenses and etc.To be human comes with certain inalienable rights.
They're not going to leave unless they can go somewhere where they can access these necessities.
That's why they're here in the first place.
