    info...all of the southern states held state conventions to chose whether to secede, except TENN, which held a referendum of the people by vote.

    how can it be unconstitutional since it is not prohibited to the states by the constutution.

    that is not the question, the question is...session is not a power delegated to the federal government, and the constitution does not prohibit it to the states, ..therefore it a state power......per the 10th amendment.
