The BBC will try - success will depend on the new partnership brought in as James May has made it clear the presenters are part of a package with Clarkson so ruling himself out of staying.
Top Gear existed before Clarkson and when he became a presenter there it was a dull factual show focused on reviewing cars. Clarkson and his producer together made changes that made the show popular. The shows is now a comedy show with a bit of car review dotted here and there.
That's the challenge - make a car review show more about reviewing cars (and thus dull) or focus on the satire and interpersonal side of the show which seems to have appealed worldwide.
That said - Top Gear was never popular enough in the UK (even under Clarkson) to make it to BBC1. It's one of those strange phenomena where the show is more popular overseas than at home. If Clarkson goes to commercial telly, the name "Top Gear" stays with the BBC unless it is bought by commercial TV.
I don't see how someone being fired for physically attacking a co-worker falls under the "political correctness" label.
