Every single person in this thread knows that you have an ulterior motive. It would be helpful if you started by making an actual argument instead of trying to lead people into making the argument you obviously want them to make.

If I avoid driving around in a neighborhood because my chances of being shot are increased tenfold, I am discriminating? Am I obligated to put myself in a dangerous situation just so that people won't think I am discriminating against them? Really? This is pretty laughable. Omg.
If you avoid driving around a neighborhood because it is a black neighborhood and you therefore think that your chances of being shot are increased tenfold, you are discriminating based on race. It is not illegal, but it is discrimination nonetheless. The question is this, is such discrimination sometimes justified?
It is obvious that is it rationalized. The deeper question is is it sometimes justified.

Omg- you are so wrong about the reasoning behind that. It's not because they are black. It's because it's a dangerous neighborhood. If the residents were white, I'd act exactly the same way. You see it as an issue of color. I see it as an issue of my personal safety.

There are differences in races but it is culture not color.
Let's suppose that the person has never been to the city before and knows nothing about it, except that certain neighborhoods are black. If he avoids going to those neighborhoods because they are black and he therefore thinks that it is more likely that he will victimized by crime, that is discrimination based on race and it is not illegal.
Doesn't answer my question though, but how are you going to enforce a law for something people did not do based on an opinion they did not share when they were not doing it?

If you follow the thread, you will find that I said I am not referring to discrimination STRICTLY in the legal sense. Obviously in the scenario I put forward, the person is not doing something illegal.

Depends what you mean by discrimination I guess. I don't think rejecting a job applicant based entirely on their race is legitimate. You have to asses everyone on their individual record.
I don't personally know of anyone who is going to avoid a neighborhood because it is black- only because it's known to be dangerous. We have white neighborhoods and Hispanic neighborhoods in this part of the country that I avoid too. I don't think you are understanding what the issue is. It's not one of race, but of safety.
Are they being unjust or prejudiced toward someone by not driving through their neighborhood? The fewer people who drive through my neighborhood, the better. I am not a victim of their absence.
If they don't drive through the neighborhood because it is black and they think they will be victimized by crime, that is discrimination. My question to you is do you think that is unjust?

For whatever reason, we see that certain races or more prone to certain types of negative and/or illegal activity. Not only that, but certain books like the Bell Curve seem to suggest that certain races are less intelligent that other races. As such, if we are really to look at the world as it is, is a certain amount of racial discrimination justified?
I understand that the Bell Curve you reference has been debunked.
