No, people speaking at another table in a restaurant, for example, would be one thing. People conversing right in front of you in a group you're supposedly part of is another thing entirely. Yes, that happens a lot, for example, in a French owned company here in Houston.
But if I am not conversing with them? I would only think it's rude if there are say 3 people in a conversation and 1 speaks English and the other 2 speak English and Spanish yet the 2 are only speaking Spanish. If I know someone who speaks only English is in the conversation we generally speak mostly English unless there is someone who only speaks Spanish, at which point I will alternate so everyone can be involved and understand. Not really a big deal. When I go somewhere and they are speaking in another language I don't understand, it never bothers me. I actually love to hear all the different ways people talk, even if I don't understand a word.
