Neither. Minorities have no effect on the treatment that they receive from the white majority. There is no such thing as earning being the victim of racism, and certainly not having to earn an escape from racist treatment. It is completely up to us to stop treating people poorly. It is not up to them to somehow convince us to treat them with basic human decency.

President Obama's blatant race-baiting pander to Hispanics has come at the expense of Black African Americans.
It was his choice to do so, which he did, more recently in his Obamnesty EO, for the sole sake of pandering to Hispanics in Florida in the hope of capturing Florida for the Democrat candidate for President in 2016 especially if Jeb Bush is the Republican candidate.
When more than 25% of all illegal aliens are NOT Hispanic, yet Obama only presents his Obamnesty details in a White House web page titled "President Obama and The Hispanic Community", he is clearly, blatantly, and egregiously race-baiting.
He knows that the jobs millions of illegal aliens take should they get Obamnesty will be significantly those jobs that Black African Americans have, undercutting them with plummeting wage scales.
But he does so anyway, pitting this race against that race, all for his political agenda.
This is simply the most recent example where Obama has pitted one race against another.
Obama singles out people by race and then gives them special treatment over other races.
That is simply wrong, and it has contributed to racial violence where poverty enclaves of Hispanics and Blacks overlap.
When the election is over and we open our eyes, it will sadly be too late to wonder what the hell just happened.
I will say he seems to of learned his lesson and took a more measured and neutral approach with Ferguson. Unless he seeks Federal Charges, in which case he would of done more damage than anyone I can think of to race relations in this country, due to the destroyed faith in the justice system from Blacks. At least that the moment Obama seems to, if not support, be going along with the decision.
Like others have said before me, he hasn't helped or hurt relations significantly. His presence has brought racial issues to the forefront of political issues, but it has had a clearly positive or negative effect.

I thought his election was going to help race relations. It hasn't.
And to answer the question as it specifically relates to Obama himself, IMO he has hurt race relations.
