The US has always needed an enemy. Especially since WWII, where they had, of course Hitler [after Peal Harbor] followed by Stalin, then, gasp that real threat, Castro. There was a little guy in pajamas who studied in the US, learned about the constitution and the American Revolution and wanted it for his people, but alas he had to fight America's buddies, the French, so Ho Chi Minh, had to be an enemy...
And then we have Kim and Jong and Il and a host of funny fatties against whom the US must array ten million land mines and the largest and longest foreign deployment in the history of man. Then we had Gadaffy, oh and the Shah's replacement, the Ayatola, then Gadaffy again, then Osma bin laden then Ghadaffy again and int here was Sadam Hussein..
And now you have this horrible near legendary force known only as ISIS, which the US helped create.....
I suggest it's time that we unify all these enemies into one conglomerate enemy and bomb the **** out of them right now. I suggest we make that enemy the telecos...those bastard terrorists with their fine print plans have been screwing us for years...

We are our worst enemy with current policies, interpretations of existing laws and internal complacency. With a bit of adjustment and time, all other named foes will soon fade away .
If by "foe", you mean "causes the most harm to citizens", the answer is the United States Federal Government, as per usual.
