It is reasonable for the Homeland Security people to be interested if there is an unusual increase in sales of body armor, most especially in a particular area and by a particular group/class of people. And I would have no problem with a group buying an unusual concentration of body armor to come under increased scrutiny by those who are responsible for the common defense.
I remember reading/hearing about some bank robbery in California I think where the two robbers were wearing body armor and shooting cops and they couldn't be stopped for a awhile until they finally got shot in the head. Most lesigslation/laws are a reaction to something that happened like that.

I understand that, but the fact that some use something for illegal purposes should not trump the right of law abiding citizens to use that something. If we start forbidding the law abiding citizen from using ANYTHING that somebody else uses in an illegal way, there's a whole bunch of stuff we law abiding citizens won't be allowed to use. The right of a citizen to use body armor to protect himself/herself or just because he/she likes the way it looks should not be taken away because of two robbers. And I'm pretty sure a ban on body armor for ordinary citizens would not discourage a robber from getting and using body armor.

Are you seriously telling me that CRIMINALS don't obey LAWS?

j/k, IMO in a free society one needs not explain why he needs to own something in order to have it.

Restricting body armor would be as ridiculous as restricting the possession of fire extinguishers.
