I have to say, if lack of intelligence is going to be a disqualifier, there's going to have to be a serious purging of the voter ranks regardless of criminal record status.
I'm OK with making the dividing line intelligence (OK, I'm actually being facetious, but it's an interesting thought experiment).
If you think voter ID laws are getting a rough ride, just trying giving voters a test before you hand them a ballot.

The NSA will have all the information we need to determine intelligence, no need for external tests. Of we can just say that only those with PhDs in science, math, and engineering can vote.
