No. A police officer needs use whatever force is required to remove any potential threat. 1- this is a woman 2- she is unarmed He could clearly overpower and restrain her without punching her

Imagine if the woman was Caucasian. The cop's career would have ended that same day. Assuming that if the woman was white the cop would have still felt inclined to try to beat her to a pulp.

It looked like she walking to the car in the video. I don't know. But being 5150 wouldn't justify beating a woman's head in. She was on her back in a dress without a weapon as the man beat on her. I'm not seeing the justification.
