We had a rather hairy situation here where I live this year in the primaries. One of the offices up for grabs at the county level was property valuation administrator. All the candidates were on the democratic ticket, and the person who won the primary will run unopposed in November. That means that one party elected the PVA in my county. PVA is an office that affects every property owner in this county and everyone should have had the opportunity to vote on it. IMO there should be no party affiliations below the state level. What he now have is a person who is in the position to impact our property taxes and half the people of the county didn't even have a say in who it is.
