If they don't have the skills then they are not employed as a government worker. If they don't do the work that they signed up for then they do not have a job. Just because taxpayer money pays their checks does not mean that they are not self sufficient, particularly since the same skills they have as a government employee is useable in the private sector also.

Common belief of those that think only lazy couch patatoes recieve welfare. Hate to break it to you but there are lots of people that work minimum wages jobs yet still get welfare so that they can make ends meet. And despite all the rhetoric being able to improve one skills via accredited schools is not near as easy when you can only get minimum wage jobs. Not everyone qualifies for loans or grants.

They are 'self-sufficient' based on that they have obtained and kept a job, regardless of where the funding for that job comes from. If one were to follow that train of thought, anyone who works for a government supplier (though private employer) would be considered not self sufficient.

It's not appropriate to look down on someone who receives assistance, especially since they are the reason the job they hold was created in the first place.

Maybe but never at the same rate of pay.
