    Neither. It's a possibility dependent on income, ability to pay and socioeconomic structure.

    It is neither, it is an "Option."

    Even as an option, in the USA, it is problematical. You buy the house and you get property taxes and if you don't pay the State takes your house, ergo, in truth, we only lease our houses at some government's convenience, and the property belongs to them forever, because eventually you can pay off a mortgage, but those property taxes are forever.

    It's not a privilege. Privileges are granted by someone. Who?

    It is a right to own a home should you be able to afford it but you've no right to a home per se as is understood in today's world involving property.

    Saying this, the Federal Government could allow for better access to private ownership by relinquishing some of its lands to individuals for single family living.

    The US Forest Service alone controls 193 million acres. 76% of Nevada, 70% of Utah and 60.5% of Idaho is owned by the Federal Government. This should be reduced and made available for private purchase with conditions as to its usage for a number of years, etc..and all that...

    Home ownership is a privelage restricted to those who have the ability and the desire to purchase that product. The same concept applies to ginormous flat screen tvs. Government programs can facilitate home ownership, but it is not a right.
