The government doesn't need more tax money to redistribute to social programs. The government needs to write legislation and enforce regulations that prevent big corporations from price manipulation, monopolies, unfair trade, no-bid contracts, bail outs, influence peddling, tax evasion, etc.
The problem is the economy. The problem with the economy is that there's not enough money being earned and spent by the middle class. The government and the corporations, control a majority of the jobs and money, therefore they are the problem. Not a bunch of poorer, less fortunate people, who have little to nothing to say about how those in control of employment and the money, hire and spend it.

I don't know the deails of that particular annuity, but I stand by the claim that some portions of an estate can be income/gains that has never been taxed and that those moneys should be subject to an income tax.
