    So a female governor is progress just because of what she has between her legs? What if she was a crappy governor?

    I think you're focused on all the wrong stuff. Jobs, education, security... improvements in those areas represents progress. Whether the governor has a vagina is pretty inconsequential.

    Ann Richardson was an excellent governor, imo, though like most, not perfect. Certainly better than Bush or Perry.
