Well, IMO, if someone asks you not to touch them, and you do it anyway, that is some type of harassment. Sexual? Maybe not. I don't really know the laws concerning what's considered "sexual" harassment as opposed to just a regular type of harassment.

IMHO, high school students have no reason/business hugging a teacher and teachers have no reason/business hugging students. If this was the first incidence, then a year seems excessive. If he had done it before and been admonished for it...then "you do the crime, you do the time"
