As soon as possible. There are many people that shouldn't be having kids. 9 votes 52.94%

I have noticed that quite often the same people who want to get government off of Wall Street's back want the same government to stick its nose into every American bedroom for various reasons.

Now that the elitist have convinced the American public to accept abortion as a morally reasonable thing to do, the next step is to implement mandatory abortions to those who are unfit to be parents. This was envisioned by Plato as a way to improve the quality of the human species much in the same way that cattle are bred to improve the heard.

The question I have to ask is: When Should Mandatory Abortions be implemented in the United States?

Good question but then in the end you're talking stuff I'm not interested about at all. to answer your good question here: I say people should need a license to breed just like they need a license to drive, unless they want to go live in a lawless island where anything goes (see this is what pvsi.net means to the world on YouTube) 2 children limit per family unless you show above certain amount of steady income.
 
The argument from the pro-choice side that is winning people over is the notion that a woman has self-ownership of her body and everything inside it, thus she controls her body. Forcing her to have an abortion would violate that principle just as much as prohibiting her from having one would, so I don't see forced abortions happening as long as people are of that same mindset.

I would accept population controls, but a license to breed? seems like we would be infringing on people right to chose what they do. Who's going to chose who gets these licences?

No doubt. And it was less the couple of Hundred Thausands of "lebensunwertes Lebens" that got them into real trouble. In fact, a friend's father ran his hospital after the war until retirement, in which he had cleansed the population of such "lebensunwerte" people during the war. Of course, he did have to modify his business model.

I think it would be better to try and find parents for the unborn or wait till the kids come and give that another try. If nobody wants them.... I mean it would only be a few weeks later. So why hurry?
