    The Speaker of the House should not be one to control anything but oversee that the house follows its rules. The speaker of the House is not a Prime Minister which would be expected to control his "caucus". The Speaker of the House was intended not to be a partisan. Both Parties have a Leader and a Whip and currently the existing Speaker is not in the mainstream of the Republican Party. Boehner is a rule keeper; he doesn't have a roll in keeping his party on a particular focus.

    Yes, and actually, according to the rules the Speaker doesn't even have to be a member of congress.
