It depends heavily on the circumstances.

Depends upon the age of the kid and the likely cupability of the parents. Mens rea operates differently for children.

It all depends on the age of the child and on the situation. If you're asking about a 17-year old and an action done outside of the view and control of the parent, probably not. If it's a 5-year old and done while the parent is present, absolutely.
There is nothing demonstrably true that religion can provide the world that cannot be achieved more rationally through entirely secular means.

What about Columbine? Those two boys planned that action in the homes of one for sure and maybe both and it was months, not a few days. IMO, those parents should be held accountable as they knew those boys were not right. it was not Kmart's or Charleton Heston's fault

I'd say the parents should have been held accountable for not acting when they knew there was something going on, but not held directly accountable for the Columbine shooting.

Agreed, that was pure negligence on their part

It depends on the situation. Most states have laws that address when and if a minor's parents are responsible for his hurtful or damaging actions. Personally, I think if a parent is negligent in his/her responsibility to supervise a child, they should be on the hook. If the parent is doing the best they can at supervising (or even getting help for a problem child), then I don't think the parent should beheld responsible.

As you say, they can't be everywhere.
