    It sounds that way, but being sympathetic isn't really what the dispatcher is there for. He's there to assess the caller's needs for the services he can send and then arrange for them to be delivered.

    Of course it is what they are there for. I used to do this, remember? Sympathy or empathy for the caller is one of the first things we are taught. I'm not an idiot - everyone knows that a dispatcher's job is to dispatch emergency services, but while the police/fire/medical is getting there, the dispatcher absolutely has to keep the caller calm and in control.
