It creates a registry. Every country, every single country who has ever required gun registry, enacted gun confiscation within 3 decades of that registry.You know what? After thinking about it for a while, I can't think of any reason why there shouldn't be a background check for all firearm purchases.
My state has no registration, and we have one of the lowest crime rates in the country.
Crime is tied to the economy and family stability, not access to guns.
