Of course my opinion is different.
I do not know very much to anything.
Is this riding harmful to the creature ?

This is a changing world, people, its no longer the 1600s, tea party.
And this I do know..

I also know that over-reaction and extremism exist and that people are poor where it comes to the truth..
So, yes, IF riding a manatee hurts the sea creature, then our government must say NO, STOP, and if you ignore, then prepare to be fined and punished.

You should definately be able to ride any manatee you own and provide for.
But, if it's a wild manatee in US waters then the government sets the rules.

I don't see the issue with this. We ride horses, camels, dolphins, and other animals. Why does the manatee get immunity?

See this:

Guidelines

Follow these basic guidelines when you are near manatees.

General

Don't feed manatees or give them water. If manatees become accustomed to being around people, they can alter their behavior in the wild, perhaps causing them to lose their natural fear of boats and humans, and this may make them more susceptible to harm. Passive observation is the best way to interact with manatees and all wildlife.
Do not pursue or chase a manatee while you are swimming, snorkeling, diving or operating a boat.
If a manatee avoids you, you should avoid it.
Don't isolate or single out an individual manatee from its group, and don't separate a cow from her calf.

Touching

Look, but don't touch manatees.
Never poke, prod or stab a manatee with your hands, feet or any object.
Don't attempt to snag, hook, grab, hold, pinch or ride a manatee.

FPL | Basic Guidelines Regarding Manatees

Basic dos and don'ts

Background

The Florida manatee is an endangered species and is protected by state and federal law.

Don't harass manatees

Please avoid harassing or disturbing manatees. Harassment is defined as: any activity that alters the animal's natural behavior. By altering the manatee's natural behavior, you may create the likelihood of danger that is bad for the animal and against the law.

FPL | Protecting Manatees

And that is why people aren't allowed to touch/ride manatees
.

Sounds like favoritism. This is discrimination against horses, mules, donkeys, camels, etc. everywhere.

None of those are endangered and they are domesticated, of course.

Yes, many people believe the government essentially owns everything and everyone.

Manatees really aren't endangered, but the feds have declared they are.

And yet one more example why the manatee needs protecting from dumb stupid inconsiderate humans:

Florida man charged with harassing manatee after posting photos

MIAMI (Reuters) - A Florida man posted photos on Facebook showing himself hugging a baby manatee and was arrested on charges of harassing the endangered sea cow, wildlife officials said on Wednesday.

A tipster saw the photos and alerted the Florida Fish and Wildlife Conservation Commission, which arrested Ryan William Waterman on a misdemeanour charge punishable by up to six months in jail and a $500 (327 pounds) fine.

I posted "You should definately be able to ride any manatee you own and provide for.
But, if it's a wild manatee in US waters then the government sets the rules." And you jump to:
Yes, many people believe the government essentially owns everything and everyone.
How do you get that conclusion? Is seems to me that you may have had the conclusion before a thought about a manatee.

I remember the beaach when there were very few people who thought they owned it. It was very nice. We respected it a lot, but not everybody did. Too bad.

BTW the only time I was owned by the feds was when I was drafted in June '68; and, that was only part time.

I posted a video of an example of manatee riding in this thread. Riding is lying on top or sitting on top of a manatee.

Do you mean those dopey looking seal things...

Are they not endangered??

yes, hence the reason that it is forbidden to ride the animals.

So what would be the point??

We have, in our great nation, many who are "anti-government".
They find any excuse to carp and criticize our government....( me , for an example)..and when our government does something the least bit controversial - like trying to protect animals from the ignorance of man....then the crying towels come out here at DP...

And, who are you to decide if manatees are endangered or not ?
I'll swear, you conservatives and libertarians wish to go back in time when no "minority" had any rights....
"minority" in this case is anyone or any animal , helpless and without a gun...
