While I was in Bhutan there was significant illegal trade along the Chinese border for butter tea. This was in despite of the fact that they had harsh penalties. For a further example you can look to Singapore with their draconian drug laws.
For me, as a current smoker, I would quit. No questions asked. So I guess you would see significant curtailment, but still have a drug trade.
