1. The murderer himself.

2. Gun-free zones... almost all mass shootings happen in one.

3. The murderers' family in many cases, for failing to realize their family member was a loose cannon about to go off and not taking action.

4. The mental health and justice system for failing in early intervention of the dangerously mentally ill and habitual youthful offenders.

I agree but that sort of runs contrary to your desire for more gun regulations that would not impact the shooters given in almost every case they were either facing the death penalty or killed themselves

so it was a lack of mental health care that caused the shooters to snap? and given many were upper middle class people are you saying that their families could not afford private intervention? would a wealthy kid even be able to get public mental health care if RWR had not "dismantled our nation's healthcare system"

While I can see only two that don't apply, since the question said "Most", I have to go with the individual doing the shooting.

Looks like the guy was legitimately crazy and should have been in a padded room.

In that case, I see these problem areas
the shooter himself (obviously)
the legal/mental health system for not sticking this guy in the funny farm
society in general for not setting up and enforcing the correct procedures to identify and segregate people like this due to political bickering causing obvious needs such as this to be missed
 
I voted for "the shooters" but I am going to change it to "Gun free zones." Mass shootings take place where no one in that mass has a weapon other than the agressor. In fact, these shooters dont usually engage in an armed battle once the cavalry arrives, but take their own lives instead. Guns dont cause mass killings, they end them.

The shooter(s). are responsible. Each of us is responsible for our actions. Doesn't matter if the person is sane or not. For even the insane makee decisions, though some of the decisions may not be rational based upon a sane persons values.
