If the president is out then the VP is next in the line of succession. Then next in line is the Speaker of the House of Representatives. Although the line of succession goes way down the list there is no need of going lower unless we are at war and everyone else has been killed.As I understand the Constitution, if a President for whatever reason cannot complete his term, Presidential succession directs the Vice-President to assume the office of the Presidency. If after an election but before the Electoral College meets in December, it is determined a president-elect (or second term incumbent president-elect) cannot take office in January, the Electoral College delegates are free to pick anybody they want. Since the Electoral College delegates are hand picked by the party/campaign of the person who just won, its a given that they'll pick someone of their party and most likely the Vice-President-Elect (or second term incumbent president-elect). In this hypothetical, there is no way democrat party state big shots from around the country are going to elect anybody but a fellow democrat if President Obama cannot serve, most likely Joe Biden but possibly Hillary Clinton.
