    Special privileges can be given to prisoners as rewards for doing things like completing their HS diplomas. I don't think there should be internet access or unrestricted phone access, though.

    I am a big fan of the educational programs in prisons. A lot of former HS drop outs are able to get their diplomas in prison, which is definitely a step in the right direction. It's also proven to greatly reduce recidivism rates.

    Reducing recidivism by 14% is a good start, anyway. Yes, more needs to be done. Currently, we have more prisoners per capita than any other nation, and the cost is becoming prohibitive. Reducing recidivism is one part of the solution at least.
