    Don't forget prostitutes, some of the money may go there as well..oh and I also hand out Lowe's gift cards so that they can pick up some burglary tools.

    You might find this hard to believe or interesting, but I've read your proposal before and find it having a lot of merit. In the past, I've been a supporter of an extreme regressive tax system (not on food, though). However, I like your system, better.

    Not true. My brother was accepted without any appeals as have been 4 out of the 6 clients that I have recommended go through the process. YMMV, of course.
