    So if you mean an unintelligent person, then my answer is yes.
    You got intelligence and how it works wrong. Intelligence is basically reasoning skills: stupidity is lack of intelligence. Being informed is knowing how the system works: being uninformed makes one ignorant. I think the ignorant should definitely not vote, but the issue is more complicated in regards to stupidity.

    An unintelligent person doesn't have the reasoning skills and therefore should not be voting.

    They could be uninformed in one or more areas. Which one should we choose?
    A person could be for, or against, Homosexual's being able to marry, and choose a candidate base on that criteria alone, and be uninformed of their other positions. Should we not allow these people to vote?

    I have more respect for people who put some honest thought and consideration into candidates and/or issues... even if they are wrong ... than I do for people who vote ignorantly.
    If you claim sexual harassment to be wrong, yet you defend anyone on your side for any reason,
    then you are a hypocrite and everything you say on the matter is just babble.

    I think they should have a general understanding of how the system works: i.e., what the candidate does.

    Depends if they know that the President cannot determine the constitutionality of a law, etc.

    There are a few problems with this line of thinking though.

    1. There is no standard between informed and uninformed. What one considers informed, another may not. So how would such a judgement be made on a consistent and fair basis?
    2. Can anyone point to a basis or issue that is more or less important than any other issue? Such things are subjective.
