Let me pull this apart also as the justification given for the legalization.
By making justified killings legal, we are more apt to be able to control those who participate in it -- to make sure there are fewer victims...those controlled by manipulating mob bosses would like disappear if there were certified hitmen...under-aged population...the spread of disease could be controlled...to name some areas.
