I agree that liberal-democracy is not something that can instantaneously occur in any particular culture. I also think that this is obvious given the radical cultural differences between the East and the West. I disagree, however, on the account that Western liberal-democracy is an end result, i.e. the final stage of social evolution, or "Progress" with a capital P. Again, cultural norms and customs can have strong affects on distinct political practices (i.e. political pluralism), hence valuing the imperialist implementation of Western liberal-democratic values onto Eastern society is insensitive and impractical.
