One of the reasons this issue comes up goes back to 1913. Prior to the seventeenth amendment the state governments thru the senate could prevent House bills from becoming legislation if they felt it was a national power grab. With both houses of Congress elected by the same constiuency this built in check within Congress does not exist.
Congress is able expand its bureaucracy almost at will. I support the idea of referendum, if only to set up some form of check on Congress, given the fact its our money supporting the government.
