    How many votes does it take to make a Congressional vote bi-partisan?

    The House vote on the Cut, Cap and Balance bill is deemed "bi-partisan". Is it?
    I think if Thomas Jefferson were looking down, the author of the Bill of Rights, on whats being proposed here, hed agree with it. He would agree that the First Amendment cannot be absolute. - Chuck Schumer (D). Yet, Madison and Mason wrote the Bill of Rights, according to Sheila Jackson Lee, 400 years ago. Yup, it's a fact.

    I voted just one. Because that's all you need to spin it as such.

    When you have to worry is when one party can pass a bill with no support from the other side. Much like the house healthcare bill. That is partisan politics.

    I pick a purely arbitrary 10 %. If you can get 10 % of the other party to support your bill, it can be considered bipartisan.

    Note that this is purely an arbitrary number chosen by putting almost a whole seconds thought into it.

    If you count five Dems along with 200+ Repubs as "bipartisan."
    Nobody who wins a war indulges in a bifurcated definition of victory. War is a political act; victory and defeat have meaning only in political terms. A country incapable of achieving its political objectives at an acceptable cost is losing the war, regardless of battlefield events.

    Bifurcating victory (e.g. winning militarily, losing politically) is a useful salve for defeated armies. The "stab in the back" narrative helped take the sting out of failure for German generals after WWI and their American counterparts after Vietnam.

    Thats a good question and I put I dont know...I guess ideally it would be 50/50 but we know that wont happen

    All you need is one to be able to spin it as such.

    For me personally though, I need between a fifth and a fourth of the other party voting for it for me to truly buy it as honestly "bi-partisan". My general feeling:

    0-1% of the opposite party voting for it = Party Lines, partisan bill
    2%-20% = non-party line, mildly partisan bill
    21-50% = Bi-partisan bill
    50% 0 100% = Non-partisan bill

    That's my rough view on it
