I don't understand the concept of putting 1 trillion dollars to jobs. It's as if you are saying jobs are produced in some factory and we can purchase them. The Recession has had a number of effects. Among the few good ones was that it showed people where they were spending money they didn't need spending. It also showed businesses and industries this and they began to lay off people they didn't need. They begin retrofitting and buying machines and computers that cut down on manpower and resources. They are not going to hire more people than they need again just because someone tells them to.
I'm guessing you are paying for this $1 Trillion increase.
Anyway, public works projects are temporary and worthless for good growth.
